Is it only the taxis' duty to drive normally or is it the duty of all drivers? I've seen a great many times where people will break several road laws and endanger many other lives just so they can catch up to that one taxi that merged in front of them and give that taxi driver hand signals informing him that he is a bad driver. The law applies to everyone, including you. When you yield at a stop, you must be fined. If you exit a traffic circle without signaling, you must be fined. If you overtake on a solid barrier line, you must be fined. If you have a crack on an of your windows, you must be fined. and if you have your cellphone or food or any item in your hand while driving, your car must be impounded.
Where in the law does it give any municipality the authority to withhold issuing of your vehicle or driving licence because of outstanding fines? When you receive a summons to appear in court, you have the right to appear on that date to defend your alleged actions. Mu brother,remember jmpd is now using a new system called AARTO instead of your normal section 56 ( written notice to appear in court), with aarto with every traffic fine (and unpaid fines) you get,you will accumulate demerit points which will lead to the suspension or cancelation of your driving license. Remember not all municipalities are using aarto,eg EMPD and other municipalities, so you will definitely be arrested in those municipalities if you there is a warrant of arrest due to unpaid or uncontested fines

They didn't allow me to leave before paying at the paypoint after asking if I could just do it on my phone without having to stand in the queue.
