Start by cleaning dust with air. Then replace thermal grease. With laptop open try to measure efficiency of thermal tubes and look if copper heatsink that rests against CPU has not bent or deformed.
I am searching for laptop and the candidates are Dell Precision 5520 and 7520. I have seen a lof of topics related to the overheating, but I think 5520 does this more often, since the ventilation is under the laptop and the laptop is thin. What is your observation to this?
They are very different laptops. 5520 will do thermal throttling. 7520 come with docking port underneath and is more upgradable (gpu, 4 memory slots). 5520 is ultrabook - much longer battery life and much more compact. Price difference also is noticeable! 7520 is packed with ports - 4 usb 3, usb-c (thunderbolt optional), display port, hdmi (and docking port). If you have chance then run some gpu benchmark and cpu benchmark before purchase. With 7520 battery is another issue - there are aftermarket batteries from china that just dont perform and cause considerable throttling (7520 running bellow 1ghz because of battery is possible). 7520 will not overheat nor thermal throttle with properly running fan (replace if needed).
My 7510 has been a hot running nightmare since I got it in 2017. Constantly shutting down, my SSD burned out due to the heat. The heat of the laptop shattered my glass desk. Thousands of dollars wasted.
