They're actually two sticks of lights that raise up for traffic control and higher-up warning. Only they're rarely to never used as such and normally just look silly.

@scotsfire Their supposed to be high rise lights (poles that unfold vertically and light up) and they are a form of traffic advising. I have never seen them use it though.
