Phoenix (Jean Grey) isn't getting the respect here... she has the feat of rewriting a whole timeline and universe at the palm of her hands. She's in league with the cosmic beings and is above the likes of Galactus. The most Wanda has done to Phoenix (possessing Cyclops, a far weaker host) is banish it with the help of Hope Summers, who couldn't even beat Jean without the Phoenix Force. Wanda’s only dissadvantage is that she doesn’t have full control over her powers. If she lost total control in a fit of rage, or had absolute control, none on the list (exept Raven) would be a match for her. And as for the phoenix force, it has one weakness: HEX magic. Which is what Wanda’s powers are made of. In the comics they had a fight and Wanda annihilated the phoenix so… you might want to recheck that one

In comics , Wanda was not only able to alter reality on an immense scale but to rearrange all the possible futures and outcomes at once and recreate the Omniverse. Furthermore , her Chaos Wave was so strong that neither Meggan who has absorbed the power of the interdimensional Beyonders wasn't able to stop it for long ( The same beings who killed the Living Tribunal ). Moreover , not even the combined efforts of Charles Xavier and Doctor Strange ( The Sorcerer Supreme ) himself weren't enough to shut down her mind permanently. By extension , her spell was cast above billions of souls and countless dimensions. She has total control over the fabric of reality , the singularity of minds , the space-time continuum , the essence of soul , the energy circle , the world of magic , the concept of Life - Death and even the possibility itself. If she lost total control in a fit of rage, or had absolute control, none on the list (exept Raven) would be a match for her. And as for the phoenix force, it has one weakness: HEX magic. Which is what Wanda’s powers are made of. In the comics they had a fight and Wanda annihilated the phoenix so… you might want to recheck that one

You gotta remember in Avengers vs X-Men, Wanda told everyone to stand behind her and threw a hex at cyclops who was more powerful since most of the Phoenix 5 were defeated. The hex didn’t affect him at all to which he said “I’m much stronger than last time we met” to which Wanda said “That was EVERYTHING I had”. Who could compete against Scarlet Witch? In my humble opinion it would be:
1) Captain Marvel and Mónica Rambeau could give a fight to Wanda, because they has super strength, super speed, super resistance and shoots energies to power, but the Scarlet Witch has a slight advantage, since she can absorb her energies as she did with Agatha or create runes to block her powers, in addition, she can teleport, she can use her astral form to dodge very fast attacks, she can turn them with her magic her personals assistants and Wanda learns and adapts easily. Both the captain and Monica can also absorb energy, but Wanda's chaotic magic is impossible to absorb due to its poisonous nature.
2) Superman or Supergirl could give Wanda a fight, because they both have super strength, super speed, super resistance, but the Scarlet Witch has slight advantages over them, because she can create runes to block their powers, she can teleport, she can use her astral form to dodge very fast attacks, she can turn them with her magic into circus monkeys, Wanda can manipulate them mentally, Wanda learns and adapts easily. The only drawback that the little witch would have is that she must be careful with the speed of Superman, a simple distraction, can do quite a lot of damage.
3) Storm could give a fight to Wanda, because she has a perfect mastery of the weather, has super speed and by her nature of being an omega mutant, she can be a strong headache for Wanda but the Scarlet Witch has a slight advantage, because she can absorb her energies and every attack as she did with Agatha or create runes to block her powers, she can teleport, she can use her astral form to dodge very fast attacks, she can manipulate her emotionally, turn her with her magic into her personal assistant and Wanda learns and adapts easily. 3) Scarlet Witch would be easily defeated by the strongest cosmic beings like Galactus, death, eternity, Mephisto, etc.
