I want to put a bigger axel on my boat trailer. The one on it now is not rated to toe the boat. Can I take the measurements off the old axel for the new or is a higher rated axel gonna have diff measurements ?

Higher Capacity axles will come in many different sizes to fit many different trailers, so you should take the measurements from your current axle even if you are planning on getting one with a higher weight rating to replace it. The higher weight rating comes from thicker steel used in the axle, and larger bearings in the hub.
