Can this be put over the top of floorboards, on the ground floor (Suspended floorboards air bricks all around the property) or do I needed to batten the floor above the floorboards, then attach this, then board over the top? I don't want to cause damp floorboards & rot them and the main floor joist timbers!

You lose the reflection of heat when there is no airgap over the reflector.
the heat source will provide the heat for the room. (radiator)
