Both of the pdf links work from the ISE website. You may need an
updated version of Adobe Reader.
The stabilizer is Terial Magic from Terial Arts.

Worth bearing in mind, milliners* use watered down PVA glue to get the same effect. Roughly 1 part PVA to 4 parts water, shaken in a bottle, and you can apply it with a paint brush or a spray bottle.
(*I am a qualified milliner.)
