That first scuffle was brutal. Didn't expect San Fernando to fight like a lion too. Hopefully the newly-built battleships can avenge those brave souls...
You need to let the battleships deal with the heavy cruisers and other battleships. Cruisers are good for dealing with enemy torpedo boats because they can turn faster to avoid the torpedoes. In a battleship battle line, you should have at least one cruiser near the front so you can intercept any torpedo boats that get close. 29:01
When the enemy makes a torpedo rush like the one that sunk the San Fernando, how about breaking formation and just having all battleships turn away individually from the oncoming enemies? Simply by presenting your bow or aft to the enemy, you'll be a smaller target for torpedoes to hit.
Having large divisions, like when you combined the BBs and CAs can confuse the AI. You can get the same effect by having the CA division "follow" the BBs. By not combining them the AI doesn't lose it mind trying to get all the ships lined up.

Why don't you split the fire order between secondaries and primaries, with secondaries focussing on lightly armoured target.
