Just for ref - You shouldn't use the hook (at front) directly on the handlebar. There should be a second loop on your strap which the hook goes in after going round the bar. This prevents the hook from jumping off over bumps. Be warned from someone who learnt the hard way.

I strap mine slightly different with heavy duty ratchet straps & the bike doesn’t move at all.
I would be a bit worried your straps aren’t man enough if going down bumpy roads for a few miles

I used this type of rack from when first made until I retired due to non-bike injury. If doing a lot of motorway I suggest you might want to bungee the light board lower and tighter. .I tended to put a smaller strap (used on roof racks) around the backwheel through the upright and have a strap over the seat as well as one for the front. If your straps use a ratchet then you can just loosely wrap the extra but if not you should knot around to tie off. Non-ratchet straps can fail over time in my experience. Perhaps more effort but this gave me a rigid setup when doing 70mph. I did try a similar method to you once when picking up a new bike and it wasn't steady on a windy motorway so I had to stop and adjust. Others may have other ways and also when used on a twin shock trials I bungeed the front wheel in the slot as less compression in the forks. Have fun!

I should add I stopped riding 15 years ago. The Dave Cooper rack is excellent and I had quite a few different trials bikes on it in my time.

Nice one! Do you know the torque for the bolts holding the rack to the towbar hitch?
