He definitely is lip syncing. I saw him in 2019 and he fucked up during part of Supernaut and the vocals kept going without him. He might be singing along during some of the songs but there's a loud backing track doing all, or at least most of the work.
Well, in his defense, he’s like 65 years old, it should be expected for him to be slowing down a bit. I saw Ministry live in march as my first ever concert, it was the greatest thing I’ve ever been to.
