I've spent a lot of time in Vietnam, and she would likely be extradited, even in the absence of a treaty. The government in Vietnam can do whatever it wishes, particularly in the case of a foreigner. I've spent a lot of time in Vietnam, and she would likely be extradited, even in the absence of a treaty. The government in Vietnam can do whatever it wishes, particularly in the case of a foreigner. They would send her back to the US to avoid the bad press and trouble. No way she could live in Vietnam incognito.
