I was always told to remember the Area Code of Manattan, 212. 2 oz Rye, 1 Oz Sweet vermouth, 2 dashes agnostura... and I mean dashes.. that was practically an ounce of Ango haha.
Love the family connection and the story about your Dad. I personally like mine made with 1 oz Rye, 1 oz Bourban, then split the vermouth with ½ oz sweet vermouth and ½ oz dry white vermouth. For bitters, I use a good shake of Angostura Orange and just a few drops of Angostura regular. Stir and serve straight up in a chilled glass with a decent cocktail cherry. I like Tillen Farms Bada Bing cherries ($10.00), but the biggest name is Luxardo at $25.00 a jar. There are many other options as well, but just don't use the disgusting bright red maraschino cherries that are sold for ice cream sundaes.
Nice job - it's a simple drink but definitely requires a touch. Try Fee Bros Black Walnut bitters - they became my go-to after long experimentation. Also I like a bit more rye so the vermouth isn't quite so sweet. Thanks

If the drink is the same temperature as the ice, it means the ice melts vey slowly. I do this with Old Fashioneds. The drink only over-dilutes if you forget it's there.

Actually it’s common to make changes to a drink based on a customer preference, but if you order a Manhattan and he adds too much bitters and serves it on the rocks then the customer would be entitled to having it made again correctly. That vermouth alone is expensive, they’d charge $16 bucks or so for that cocktail, it should be made right. No different than not getting a burger cooked to the desired doneness.
Chefs touch most of the food they serve you with their bare hands. As long as the hands are clean, as you'd expect from anyone serving you anything, I have nothing against it.
Austin seems like a nice guy, but after watching him crack ice in the palm of his hand and then dump it in the glass, I'd have my doubts about enjoying a drink at his establishment. My rule is never "on the rocks" because if you've made an excellent Manhattan, why dilute it over time? Otherwise 2:1 is the ratio I use . . . sometimes add dash of cherry juice for add'l sweetness.
Ideally you finish the drink before the dilution becomes significant in taste. I just don't get the straining part, what is that supposed to achieve? there's nothing to filter out
A spirit forward cocktail like an old fashioned, a Negroni, a martini, a Manhattan are stirred not shaken. Unless the customer asks for something different, like Mr Bond wants his martini made with vodka and shaken, so make it that way.

I've never seen a manhattan served on the rocks, but I'm sure it tastes fine.
As long as it's a little under diluted, you can pour most cocktails which are usually served neat, on the rocks. But that's totally by preference.
Personally I like them both ways. On the rocks it has a bit more evolution, it changes more as it dilutes.
