I'm sorry but "allude to" can't be regarded as a phrasal verb. From a grammatical perspective, it makes no sense! A phrasal verb is made up of a verb root and of one or several adverb particles.
An adverb particle doesn't serve any function; it simply modifies the meaning of the verb root by becoming part of the verb phrase.
Prepositions aren't part of verb phrases and don't modify their meaning ("allude" doesn't change meanings when it's followed by "to"). They establish a relationship between a noun phrase and another word in the sentence.
In this case, "to" connects the transitive-indirect verb "allude" to its indirect object. This is what we call a prepositional verb. Unlike an adverb particle, a preposition can't be placed after the noun phrase (the object). (❌ I think he was alluding his girlfriend to when he mentioned arguing a lot at the moment. ✅ I think he was alluding to his girlfriend when he mentioned arguing a lot at the moment.)
"To" is never used as an adverb particle anyway. To put it plainly, "to" is either a preposition or the operator of a full infinitive.
When "to" is an operator, it's followed by the base form of the verb ("I want TO travel the world."). When it's a preposition, it is followed by a noun phrase or by a gerund. ("I'm looking forward to today's meeting." / I'm looking forward to meeting you.") Gerunds are mostly used to nominalise verbs.
✅ Allude (to) = prepositional verb ("to" connects the verb to its object)
✅ Put up (= accommodate) = phrasal verb ("up" modifies the meaning of "put")
✅ Put up with (= tolerate) = phrasal-prepositional verb ("up" is an adverb particle and modifies the meaning of "put" while "with" connects the verb to its object)

I've actually used "stemming from" before in a text because I've seen it written somewhere and I understood its application. But I've never thought of it as a phrasal verb. Very interesting!
Perhaps because when you use the verb "to stem" without the addition of "from", you're specifically referring to the rising of the stalk of a plant from the ground.

I try to use some of them in a sentence:
You created many very interesting videos, and I want to watch most of them, but I have to facture in the amount of my free time and their usefulness and narrow them down to the most practical for me right now.

    - There are so many options ... it's useful to narrow them down (to limit ourselves to) the most realistic.
    - E-scooters are becoming very popular, but we have to factor in (to consider) the weather
    - Allude to (hint at, refer to) : I often tell people if it's possible to sandwich the object between the verbe and the preposition, then it's a phrasal verbe. narrow down/factor in something = narrow/factor something down/in, but we can only say allude to xxxx, not allude xxxx to.
    - Scale back = cut back = scale down= cut down
    🤓

Very useful lesson and if we use these according to the context, our speech, and the writing will be advanced. But, I've noticed one thing, a slight mistake has been made while writing the example with "rule out", for example, Boris Johnson hasn't rule himself out of the leadership election. Should be:
Boris Johnson hasn't ruled himself out of the leadership election.

So rather than saying: they were able to ‘put out’ the fire. To be more formal is it better to use: ‘they extinguished’ the fire? Personally, phrasal verb usage is used in everyday speech and whatever needs to be written.

Hi. Yes, you can go for the C2 Proficiency course directly. The courses are specifically designed to help students prepare for the Cambridge English exams, so the question is whether you have the C2 level (or can reach that level before the exam). The courses focus on strategy and tips for each part of the exam.
