Actually, it does put out about 10 decibels lower. Look it up.

I just heard the tumbler for the first time in person today by Milwaukee Police and it was crazy.

The rumbler is actually a sub woofer, believe it or not, and plays the siren in a lower frequency to get the "low tone" effect.
