To put it all in context, the first few frames I rode were around the 20.5" toptube, 8" standover, 13" rear end mark and they were fine until I started getting bolder over box jumps and the higher I went the more wobbly I'd feel. I went through a couple of longer frames and am now happiest on a 21.25" TT and 13.75" rear end with about a 9" standover. It feels like a barge compared to a short park bike but despite me being 6ft1 tall it never feels like it'll loop out and actually feels like I've got a decent amount of bike under me. I'm a pretty shit rider and can't really do any tricks to speak of so I'm not fussed about it being harder to rotate because I prefer to have to muscle it into doing what I want rather than it being twitchy. One of my absurdly talented friends has a bike that's mostly titanium and is short and tiny. I've ridden it and while it feels dialled as fuck it's almost like riding a mini rocker. Weirdly though he loves riding my set up and says it actually feels more fun than his because its so forgiving. It's also worth noting how much difference tyres and tyre pressures can affect how twitchy and responsive or comfy and forgiving a bike can feel.
Good stuff. Companies measure things differently. You make a great point about BB height. I was running 2.4 that were 21" actual size. Switched to 2.2 that are 20.4" actual. This lowered my BB by nearly 1/3 an inch. QUITE a bit for BMX. Another thing to consider is what standard the frame-maker is using. For example, I spoke with SNM and their BB heights are measured using a standard 20" wheel, which almost NO tires used today are that size anymore. As opposed to Hoffman bikes who take that into account and use a larger than 20" for the drawing. Not everyone appreciates this, but I know you will.

Slam lengths are measured differently too. A slammed axel is 7 mm from the actual inside edge of the dropout. Some makers take that into consideration, some don't. That's a quarter inch.

Sorry, but i have to ask: If the seat tube angle is 69° doesn't the frame feel smaller because that moves the bottom bracket forward (closer to the head tube)?
you could be right, it wont be a massive difference either way, i've just heard that it feels like the top tube is longer than it really is with a more laid back seat tube angle

Yeah ive always rode a bigger bike, but im gonna give the shorter back end a try, you're right about the tires as well, good input!
13.75 is my number too. Too short is awful at high speeds.

Standover is the middle of the bottom bracket to the top of the seat tube under the weld
