I honestly like how Kafka found his own way of helping out out his team. He may not be the strongest in combat(without his kaiju form) but his knowledge on Kaiju anatomy helps.
Honestly, I was surprised the Defense Force didn't already have a support team on field to analyze and scout the new types of kaiju immediately as they're killed. If Kafka didn't notice the extra reproductive organs on the smaller kaiju, it would have been the exam incident all over again, only scaled up
To address a couple points you guys brought up... They bombed the honju rather than just let Captain Ashiro shoot it because they needed to incite it to move to the correct spot so she'd have an ideal shot from the vantage point they flew her to. The reason she shot the honju so many times is to obliterate as many of the yoju living in its flesh as she could, to ease the burden on the rest of the forces who are going to have to eliminate the horde of yoju now coming from the honju's corpse. Kikoru never witnessed the intelligent kaiju's ability to transform, so whether she informed the Defense Force about it or not, Reno and Iharu would have no preparation for a human turning into an OP kaiju.
They know about that other Kaiju, they clocked him when he attacked the students. They've already assigned a number to him, he's Kaiju number 9. What they _don't_ know is that he can transform to a human. This is the first time anyone has seen him in his human form while knowing he's a Kaiju. The fact that they can read Kafka when he's human but they can't when he's a Kaiju tells me that they don't see Number 9 until he transforms.
Just to explain why it took so long for Mina to fire her massive gun: they had to get the Kaiju into position first. Mina needed a good vantage point with no buildings in the way and she needed to get her angle right so that she doesn't accidentally cause more damage. You saw the massive energy blast erupt from the Kaiju's back, imagine if there had been loads of buildings behind it when she fired. That's also why they were firing missiles and shit at the Kaiju: to lure it into position and then keep it there so she can charge up.
From what I've guessed, the use of missiles and such on the Big Boi was probably to bait it into position where Mina could have a clear LOS on it. Destruction with a monster that big is inevitable, and a couple destroyed streets is pretty much worth it in the long term. I love her so much :3c
I just need to make one point about the power system cuz ive noticed a couple reacters miss this, it's not every person that uses strong kaiju weapons, and the percentages aren't a result of the kaiju, it's the human's skill and talent that lets them draw out levels of power, and then yes, really talented people get Numbered Kaiju weapons specifically, Shinomiya's suit wasnt special in the first episode and the thing about Reno isn't his gun, it's his rate of improvement
The combat ability of the suit directly correlates to the power of their guns, but I believe some people also are inherently better at using the kaiju guns than others. Hence why the firepower differs so much from person to person. They're all using the same kaiju-based guns but ...
To the best of my memory there's only one person who has reached 100% so far in the manga. However, I also would like to see what she's like at 100% if she ever reaches that level.

The main situation with kikoru not saying anything about the op kaiju is that it wouldn’t have made sense in her story to be fighting the honju AND a kaiju that was immensely stronger. She was covering for kafka so if she said anything about the op kaiju it would have put her whole story in doubt even more than it already was.
The reason why Mina isnt the first one to shoot is because they need lure the Honju to the kill zone, the kill zone was picked to reduce as much environmental damage of their battle, they said it in the briefing

they killed the honju while he was within the city due to all the yoju it spawns. If they killed it while it was out in the open space all the lil guys would be impossible to contain and eliminate. It's a much higher risk of civilian casualties since all the yoju would spread out far and wide. Defeating it within city blocks allows them to funnel all the yoju into killzones and eliminating the outbreak effectively. also the artillery and helicopters were there to lead the Honju into the right position.
If they had started playing the Doom Eternal theme (The Only Thing They Fear is You) when Mina Ashiro unloaded her legally distinct BFG9000 I would've absolutely lost it...
So basically. They waited till the Kaiju was in the least populated Area. Because Mina's shots would litteraly destroy the City. Shes such a problem XD
Roshi, honstly their tactics make a good bit of sense. They used ordinance to drive the honjo out into an open area, where she'd have clear sight lines from atop a tall building. Once the yonju spawned out, they're on the ground, and she's shooting from an inclined area. She'd have to shoot at a downward angle. That round would overpenetrate like a mother and blow a big ass crater in the ground. She might could get to ground level, but presumably that projectile still has drop, and would wreck a long streak of that highway. Smaller arms fire at ground level would probably do a lot less damage to the surrounding area. Overall, their strategy makes some decent sense from the perspective of trying to wreck as little infrastructure as possible. *Upvote if y'all agree so they can see this*
