I think the reason why Miyagi take more seriously in Kresse than Silver was because Miyagi was angry with Kresse. That's why he was serious with his fight with Kresse and the reason why he douged that punch.

If you watch the fight from the beginning you see mr miyagi focusing on terry first before kreese shifted him away and although like you said miyagi was more aggressive against Kreese. Miyagi was also aggressive against col dugan in the next karate kid. If you watch Miyagi's body language he was standing up straight against kreese while he was in a bit of a fighting stance against Silver.
Not really because initially Mr Miyagi thought he had to fight both at the same time but once Kreese insisted that he fight alone, that's when Miyagi eased, I also think Mr Miyagi taking Kreese more seriously because of his relentless attacks is a stronger argument than just saying "but his body language".

He pushed him away, and watched two times as he hit him once staggering back instead of relentlessly attacking him in a vulnerable state like he did with Kreese. It is also more than debatable that Kreese did better against Miyagi. Terry was lasting longer against him and yea maybe Miyagi was more aggressive against Kreese but if we take their first fight, Miyagi did not take him seriously and made a fool of him. Kreese was naturally the better fighter since he was more street and got into brawls as a kid, while Terry came from money. So when they started, this and Kreese being few years older let to the situation that Kreese was initially superior. By the time of KK3 Terry has already surpassed him due to his resources and better training options. It is just that he admires Kreese too much to fight him. In CK he is considerably better since now the age advantage has also shifted.
John kreese was the boss in his prime now kreese has shown down a lot more that silver due to hard living remember terry has money and has lived a healthier life style than John who drinks and smokes plus kreese is 5years older than silver and in your later years them 5years are alot when it comes to fighting
