Well to play devil's advocate, imagine you're a witness to a murder and you know the shooter. The shooter knows you too, so if you did talk to the police, there's a good chance they would know who informed. I was adopted so I have a married 2 parent black household, I grew up in a predominantly white neighborhood, my mom had her Masters and could help with homework, my dad taught me to drive, I played sports and stayed out of trouble. For 1 semester of high school I moved to Brooklyn New York and my grades plummeted In Seattle I was told AGAIN and AGAIN the importance of education. In New York I lived in a broken home with an alcoholic mom who did drugs. The only thing that sets me apart from being one of these guys on the street corner is the value system instilled in me and the expectation of my environment. I ended up hopeless in college, Joined the military Finished my BA Applied for Job after job Finally found a life changing career. I have a wife, we just had twins. So this isn't s race thing it's something abstract that only individuals can strive to change and it won't be easy. Well to play devil's advocate, imagine you're a witness to a murder and you know the shooter. The shooter knows you too, so if you did talk to the police, there's a good chance they would know who informed. Sure, you can say you'd be smart about it, but in a neighborhood, people know who lives where, and I wouldn't want to risk my family's life and health over my business.

Issues like this have been fixed in a lot of places. What makes it hopeless is a lack of political will to trust the experts to put resources where they need to be. And that lack of political will comes from people believing it's hopeless. Why do people believe it's hopeless? Lots of reasons varying from racism to a lack of empathy to misinformation. Nobody wants to look at the big picture, they just want to complain about black thugs forever with no solution.
