It's a side step. The count is on a 7, which is why why it's called 7's. Meanwhile a 3 is moving forward or backwards in a skipping motion. 3's and 7's are the most basic of moves in irish dance.

Good video nice angle from up above can see everybody dancing. I was looking for conveyor, basic instructions we’re not dancing professionally. I’m just dancing at an Irish pub in St. Paul, and wanted to see if I could get some basic techniques should’ve just a giant clodhopper.

They aren't very good at all. Most of them can't even execute a simple 7's

Look at the first few frames of the video. It says, "Level: Beginner." They are learning and having fun.
