According to every tournament rule book I have read (four or five), and all times rules have been explained to me at tournaments I was playing in (lots of times), it is absolutely a foul to strike the cue ball with any part of the cue other than the tip. Including the ferrule. This means scoop shots and miscues are fouls. The shot at 5:01 would be a foul in any game I was playing.
6:02 that didn't hit the 6 first. It hit the 1 first, and then the 6, because the white travels down the tangent line of the final contact. Note how the white went left after all the contacts. If it were "6 first", the white would have gone off the tangent line of the 1, and (hit the cushion and then) gone straight up the table.
I watched at quarter speed, and it seems pretty clear the cue hit the one ball first. Plus, the referee was standing right there. I doubt he got it wrong.

tournaments aren't all the same but stricter ones would call this a foul because you double hit the ball.
