The clutch pack is bathed in oil, so even when the bike isn't in gear, the oil will impart a bit of friction on the drivetrain.

inertia, because the rear wheel is not on the ground, the gears still spinning as there is no resistance the rear wheel still turns.

I think its down to the oil in the gear box moving around but could be wrong?
