From what it looks like, they can block bullets on the area their armor is on (and their weapons can block bullets), but batman and red hood are focusing their hand-to-hand combat attacks in areas where their armor isn't blocking (face and neck).
It's easy for her to tell where he's going to aim, so she gets to that blocking position before he even shoots. In close combat with fists, it's hard to tell where your opponent's going to attack, especially if her weapons are meant to be used for opponents at least a couple feet away instead of up close.
It's not just Batman and Robin, it's the sidekick concept in general. Red Skull got Bucky. Darksied got supergirl etc. BTW: Back in the days of the original Batman and Robin, kids obeyed their parents. Also Batman knows he can't control them so he even stopped some of them from being Robin when he knew they were gonna die(Stephanie).
This shows that Batman is unbeatable in H2H combat no matter how powerful is the enemy. And that car evade in #2:03 shows that Batman's senses are more formidable than that shitty spider sense, have you ever seen Spiderman evade car's like that the answer is NEVER. Batman is the best

my thought on the single kill is, the guy tasered a laser eye piece, guaranteeing that it was disabled. the backfire of said laser falls within the realm of the unpredictable, since neither he nor batman could possibly now the inner workings of the helmet. more an accidental death than anything else
One could argue that he could have got out of the headlock with his martial arts skills without using the taser. But I pretty much agree with you being he could not have known it would have killed.
We all know that Batman could easily over-come approximately 100 enemies at once.; Why he needed The Red Hood to take out 4 people is crazy, in my view.

The red hood has been a criminal get-up in gotham for a very long time, worn by multiple criminals including the joker on the night he was created. looked alot different than this but before jason there was no single person dubbed the red hood
Do you know how long they had to train before Batman decided to let them come with? It's not like Batman picks random kids and says you're my new sidekick. He only let them wear the suit after at least months of training. And even when he lets them come he goes out of his way to ensure their safety.

As shown in the end of this movie Batman saves Jason instead of Joker. It's insane not to do something about Luthor too. Batman doesn't NEED a sidekick. Robin was created to make him more relatable and less depressed; give him a family. When the second robin died, Batman got Darker and harder or criminals. Batman WANTS to kill him. It's not about not having the guts to do it, it's about having the gut NOT to do it.
It's a small moment, but I love how Jason pushes Batman out of the way of getting hit, even though he's still very angry and hurt by him.
He wasn't angry at Bruce for not saving him but mad that the joker is still alive
