Tourist? I don't think so , I think he's a JOVC volunteer based in Panbang, Zhemgang based on what he said . Anyways this made me so happy, as Kurteop speaker, I can pretty much understand most of what he speaks. He not only speaks it so well, he's got the local mannerism down to a tee. Not many Bhutanese today are able or want to speak these languages, leave aside foreigners.
