The causalities in the new generation was pretty high for one simple reason. The old guard knew how to get guns and more importantly how to hide them and knew when and when not to use them. And to get rid of them when used. Yes they younger gen was able to get their hands on some guns but not at the same scale and they would have lots of internal wars, kill each other and because it was so hard for them to get a gun they kept it. So it was easy for the old guard to get the rid of the new gen without violence as well if need be with a simple anonymous tip.
What it's like now I don't know, most of the old guard is dead. We will have to wait until whoever survives these next 20 years and decides to talk about it.

I like the added detail that the gun is silenced. You might ask what that matters, since getting shot hurts either way, but it's an extra bit of intimidation that you know this guy can shoot you AND get away with it.
