Lawsuit settlements have a ripple effect across that jurisdictions govt services departments, they compensate by increasing the following years budget and increasing govt service fees [i.e. permit fees, violation fines, licensing fees, paperwork fees, inspection fees,.... It cut onto scholarship money, education money, police department money, sanitation, slows govt employee raises] and yes it raises taxes because they need to cover the increases on the following years budgets.

Last time i checked being racist and making jokes is not a crime.
Msnbc does it all the time.
Imagine if the DA put this much effort into arresting actual Crimals.
This is them setting an example. They're saying "it doesn't matter if it was online, if it was a joke, or if you're still in grade school, we will come after you."
They're doing this because they are weak.
