The confusing part is that you don't need to get the receiving party's signature on a 1099. You can just submit one to the IRS as long as you know their details.

Lying and mistakenly believing an untruth are two diffferent things. The only practical way to prove defamation is to have a recording of the defendant saying "I know it's a lie but I'm going to spread it anyway to ruin your career."
