  • Affordable housing creates vibrant mixed-income communities that are accessible to all. Unfortunately, fear and misinformation can challenge much-needed housing development when existing residents don’t understand the benefits of affordable housing and work to prevent its construction in their neighborhoods. That was the case in Jefferson Park in 2017 as small but vocal local opposition delayed Full Circle Communities’ plan for 5150 Northwest Highway
    Apartments for almost four years.
    After years of meetings and community engagement, the plan moved forward-and 5150
    Northwest Highway Apartments opened in 2022 with 60 affordable and 15 market-rate apartments. More than 1,000 people applied for the 75 apartments and many of the project’s earlier opponents became supporters-a testament to the demand for such housing in Jefferson Park and to the quality of Full Circle Communities’ development.
    Full Circle chose 5150 Northwest Highway’s location because of its proximity to the Jefferson Park Blue Line station and important bus routes. Built in the lot of a former food storage and warehousing plant, the apartments are not only transit-friendly, but also designed for people with disabilities. In Jefferson Park, 90% of housing is inaccessible to people with wheelchairs.
    “We designed the building to meet a lot of people’s needs-from veterans, to working families,
    to people with disabilities,” said Lindsey Haines, Senior Vice President, Real Estate Development. “Knowing how hard some neighbors fought to prevent the construction of more affordable housing, we felt it was important that everyone feel welcome here.”
    Like other Full Circle buildings, 5150 Northwest Highway is more than just a place to live, but also a community. It has a common room with a library, a bike room and outdoor space that includes a dog run and grills. Full Circle also believes in supporting its residents with on-site services, including mental health resources and financial literacy and employment coaching.
