If it clicks I would sodder the the chopped wire if it still does the clicking I would 1. Check the starter solenoid by putting a flat head screw driver between the two bolts. That will bypass it. if that does not do anything then 2. Replace the starter if same thing still happens i would 3. pop the side cover of and checking if the engine is seized or not. Also I would make sure that the battery is also good! I hope this helps you out!

I have one of these but when I try to turn it on it just clicks one of the wires are chopped off and I can’t figure it out

How? These quads can't go that fast.
My 2017 700 can hit 114k max. My 660 is like 96k
The top speed on a stock 660 is 70 mph if its running properly. So there is no way you got it up to 96mph unless its built.
