Basically, as long as Roswaal was working towards his goal, Ram has to be subservient to him, and if he ever gives up on his goal, his body belongs to Ram and she can do with him as she wishes. Edit: This also adds a lot more context to a previous scene. In s2e11, when Roswaal killed Ram and Garf, he said that he offered his body to Ram, and as she was falling down, she had a slight smile. I believe that she had that slight smile because Roswaal said that his body belonged to her, which implied that he had given up on his goal, which was her true wish
Garfiel's father was *half*-beast. So he's 1/4th beastman and only 1/2 humans are blocked by the barrier. Same story for Frederica. Different father but also half beastman.
