So, there was a bit more context given to the manipulation of the contact between Emilia and Puck by Roswaal.
Roswaal was able to manipulate their contract and change the terms of it, a feat which should have been impossible, but due to Roswaal spending so much time near a great sprit Beatrice, and due to his proficiency and knowledge, he was able to do it. This made it harder for Puck to come out. This explains why Puck had just disappeared for so long.
Also, Roswaal didn’t directly cause the destruction of Ram’s homeland. It was implied that he knew that it was going to happen (due to his copy of the Toke of Wisdom) and just let it happen. So, I assume he kinda feels that he himself is guilty of that due to this, and that’s why he said that he caused the destruction of Ram’s homeland.
Also, there was much more to the Roswaal vs Puck and Ram fight in the novels. I can understand why it was cut, since all these episodes are 29 minutes and 30 seconds long, and there wouldn’t really be a good place to fit it in without sacrificing other things, but yeah. We saw a lot more os Roswaal’s power. I’d recommend Aninews’ Re:ZERO s2e23 cut content video, but for a short summary, we saw why Roswaal’s the great magician in Lugunica. He used three-fold, four-fold and five-fold magic. That is when you’e using different magic elements at the same time. And this was not even the peak of Roawaal’s magic, which is six-fold magic, that is using all 6 elements of magic at the same time, but he was unable to use it due to some reason (probably because he was doing that spell to make it snow). Roswaal also revealed that he could throw “shockwave punches”which he had learned from a ninja. His punch literally went through a block of ice shielding Ram and hit her with the same force as a direct punch. It’s crazy. Roswaal is really OP

Subaru thought for a moment he was his scientist voice brother from Dr. Stone

Of course, this is a fictional story, so, anything can happen but it wouldn't really make sense for Satella to be Emilia's mom. Since Emilia is a half-elf and her dad is an elf (since he is Fortuna's brother and Fortuna is an elf), then, the mom has to be a human.

When Roswaal says he caused the destruction, he didn't participate in it. He means that he knew about it (the book) and didn't interfere to save the tribe.

the dialogues of the future are foreshadowings, some of them have already been said in the novel

Satella cannot be Emilia's mother. Emilia's father was Fortuna's brother, so we know that he is the one who is an elf, and Emilia got her eyes and hair from her father, so Emilia's mother should be HUMAN. There is a fan theory of Minerva (Witch of Wrath) being Emilia's mother but as of now there is no information on Emilia's mother identity yet even on the source material
9:10 about Reid... Reid was a sword saint, and is an ancestor of Reinhard and WIlhelm.

Dust explosions, often in flour mills, can be very powerful. BUT, all Subaru knows about it is the term "dust explosion." He doesn't know you need to use flammable dust and it have mix in the air at precisely the right ratio to get a BOOM. Random dust from around the house won't do it.
    8:01
This is how you tell Elsa is having a good time *and* when she shows maximum respect for her opponent. She pulls out her *serious* blades. Used them against Reinhard too.
    --------
    @Jamesilton
It wasn't stated in the episode but a cool detail Elsa mentions is that she only brings out those black and white blades
when she's forced to forget about focusing on the gut and just needs to kill the target
    ---------
    16:37
    "Ram won."
    16:44
Tac Nuke sends Ram flying flying high in the sky. And Lykeson has the sad face.
BTW, I don't think Roswall cast a boom-boom spell. I think it was the book exploding. my guess.
Something in the LN that was fun but I'm glad they left it out what happened after Elsa got squashed. Garfiel left and *zombie* Else oozed out and went after Subaru. No intelligence, she just chased him. He finally trapped her in a fire and she burned up.
That sounds like a cool sequence and it is! But it's very similar to what happened with Betelguese at the end of s1 but the series is better without that repetition.

The book didn’t explode, it was roswaal

You need a confined space for a dust explosion, you can at best make a quick fireball with flour in an open space like that but that wouldn't really do any damage. Also the dust was way too clumped up to even result in that (This is all only true if we assume the physics in re:zero work as they do IRL) Pretty sure this was just supposed to be Subaru trying to replicate something from an anime he had seen, where they didn't bother even looking up how dust explosions work and Subaru just assumed it was how it works in reality. Also he would have been instantly killed if the explosion had worked as he imagined lol

Carmilla is a name of a 19th century vampire novel, that even predates Dracula.
... fair the say that the "vampire" was probably Lust

I believe you misunderstood the tea party scene a bit, it is implied by Minerva's actions that she could be Emilia's mother (it's not confirmed though). Someone else explained in the comments why it can't be Satella, so I won't repeat it.
About Elsa - she is not a vampire. It's just a translation they used for a word that has several meanings. Elsa is actually a curse doll (it's a curse that turns one to a mindless 'zombie' that is only set to kill its target, and it has a healing factor too), but in Elsa case she was able to retain her personality and didn't turn into a mindless husk. However, if killed in succession several times the healing factor will deplete
