my stream looks pixelated with 6000 bitrate and maxed out settings (Everything is set to the highest settings possible) and I am also using my gpu encoder. My upload speeds average 250mps and I have a very powerful computer. The output resolution is set to 720p, it looks the same with 1080p. What am I doing wrong?

your pc is struggling to keep with those settings or your internet is causing this problem.. I had the same problem on my old laptop while streaming OUTLAST 2 but on my new pc its working like a charm
if you are not affiliated or partnered with twitch it only gives you the option of the source resolution, in your case only 1080p. if you were affiliated, it gives you more options if there isnt high traffic from other streamers that are live who are partnered who get all the options.

these are my exact settings almost and I can't get my frame rate to come up over about 15 fps. Looks fine on the game playback (X-Plane 11), over 60 FPS, but the recording is simply jarring and horrific looking.

Hey brother, I don't worry I can help with this. Depending on your internet connection, you'll need to reduce your bitrate to about 1500 - 2500 which can qualify you for 720p 30/60fps depending on the settings. Now here's what you can do to remedy this issue. Also, adjusting some fine tuned settings for encoding, and package sending, should assist you. 1. Set Bitrate to what I said above. Keep testing it until you can get it right. Note: If your tech savy, figure out what your upload is, and take half that and convert it into kbps, this will be a comfortable bitrate. 2. Set your "Preset" in "Output" to Performance this will minimize strain on the upload. 3. Goto "Advanced" under "Network" opt into "Low-Latency Mode" This will set your computers broadcast to lower latency requiring smaller package sizes. This is how I used to stream on a 5mbps download and 2mbps upload mobile hotspot, I hope this helps! Good luck with streaming!

Tired this and my youtube streams are still fuzzy as hell. Using 6000 bitrate with a 9900k CPU, 4080 GPU, and 1GB fiber internet. And every single stream is fuzzy and blurry

Same he but at 6000bitrate I keep getting dropped frames.. and occasionally the stream doesn't start on UA-cam (but is running in streamlabs)
1080p 60fps = 6000-13000 bitrate
I would say raise the bitrate a lil bit

If youve got a second screen, streamlabs will tell you if you skip frames, which basically is a hint that your pc cant handle it

try using bilinear or bicubic for your downsacle filter too
