How do I even get to the hospital wing? I can’t get to the floo travel point. Do I just need to keep playing and get there eventually or something else?
I found that there's a back staircase you can use to get to the hospital wing after you have collected the first moon from the bathroom. When you exit the bathroom just go straight down that hallway with all the pictures and then take the stairs up and there will be a person but you just sneak past them and wait for the two in the hospital to leave and then you should be able to go in when no one is there. I hope that helps and you've figured it out. I know stealth parts of games can be frustrating
What happens if it's glitching & It won't let me exit the quest , I tried starting from my last save point and still Mr moon stands there but there's no options to start

I'm lvl 18 and just did it I been doing a lot of side stuff
To bypass all this unlocking simply play in story mode and press square and automatically unlocks. A lot less frustrating
The prefect won't leave the stairs for me.
Do basic attack at wall away from stairs and he will move towards it
Screw this mission. Forced stealth in a game that isn't stealth focused always sucks. I gave up.

Try starting a new quest. It'll prompt you to quit the current one
i found a solution i just went for a youtube video to find locations of the things and i just collected them
