Hello, this recipe is meant for baking in the oven. However, you can maybe try to steam them as long as your muffin pan fit into the steamer and you need to make sure that the temperature is even as well throughout the time you're steaming them.

This recipe is meant for using the oven, however, I think you can try using a steamer to bake it, you just need to make sure the muffin tin fits in your steamer and the heat is evenly distributed throughout the time you steam it. Also, if the muffins don't have covers in them, and if you steam them, there will be moisture on top.
I tried to follow the reveipe twice and it didn't work. Maybe the Irish butter is different. Then I found a similar reveipe on another channel, with twice as much milk and melted butter and oil instead of the soft butter. And the muffins turned lovely. So it's a nice idea, but proportions and consistencies are worth checking.
