How does the horn gets its ground. The wire in the center goes to the upper ring of the horn. How is the lower ring grounded?

From horn ring threw the center of the shaft to other side of shaft connection at gearbox shaft bolt

Where on the fuse box does the black wire connect. I keep getting a blown fuse with the black wire

@@vwmatthew1045 i believe hes talking about the black wire that should power fuse #1, and #2 in the fuse box.
