Not only does Georgia require a board to issue pardons, a person convicted has to serve 5 years before the board can even review the conviction for a possible pardon.
Actually, a person can't apply for a pardon until five years AFTER they finish their term. They also have to have a squeaky clean record during that time.
A person applying for a pardon which does not imply innocence has to wait five years after serving their sentence to apply. A person can apply for a pardon after proving their innocence with new evidence any time after conviction.

It's the Prisoner's dilemma. If they all plead not guilty and stick to it then they'll get sentenced. If they all blame each other then they'll get worse sentencing, but if one or a few take a plea deal while everyone else pleas not guilty, then the one's taking the deal have a much lighter sentencing. Actually, a person can't apply for a pardon until five years AFTER they finish their term. They also have to have a squeaky clean record during that time.

It's the Prisoner's dilemma. If they all plead not guilty and stick to it then they'll get sentenced. If they all blame each other then they'll get worse sentencing, but if one or a few take a plea deal while everyone else pleas not guilty, then the one's taking the deal have a much lighter sentencing. THEY ARE ALL GOING TO TRY AND BE THAT ONE GETTING THE LESSER SENTENCING.

The governor cannot pardon at all, it’s done by an independent board and only 5 years AFTER the sentence is completed.
