Could be! I always take a step back and think of them in nature. They don't all survive. Maybe that prey drive isn't there. Maybe they don't figure out the hunting part.

How many rats would I need to breed for say 10 pair of adult balls?

My 1st piece of advice would be that you shouldn't be breeding in pairs. You should be breeding in groups. Meaning 1 male to 3-4 females.
As far as how many rats for 20 snakes? I would guess 4 colonies of 1.2 or 1.3 groups would work
