I had no idea Hestu was at Lookout Landing, I never saw him until I got inside the Korok Forest
If you didn't open korok forest, after you first meet with him near the new Serenne stable, he'll move into the lookout landing. He moves back to Korok Forest after you help the Deku Tree.
