The ratio of the circumference to the diameter of a circle (pi) is a fundamental constant of the universe. There's no way around it; it is what it is. The value of pi was first calculated to two decimal places by Archimedes around 250 B.C.E. Google is your friend.

If the circumference of a circle is 22 what is the radius of this circle

wrong calculation, that's not how a circle is calculated
