Cargo strap and 3m spray glue is the way to go for tank straps. Peterbilt fuel tanks use 4" straps. I imagine you could find some to fit the narrow air tank straps.
I sympathize with you fighting those bolts. One of my first times changing a leaf spring in a semi trailer I was battling stuck bolts so I got the idea to cut them off with the torch now I had stuck bolts that were flush. Now it’s an air hammer and lots of lube. I will even jam a couple nuts together to try to use an impact to turn them

get a coil heat gun for those stubborn bolts I had to get one to work on the fire trucks up here in the N.W. washington

17:44 I have that same Milwaukee m18 impact. I use it with my 12.0 Forge battery. Definitely has good power. It works well for my needs

Maybe a heat induction tool could have helped taking those bolts out??
Heat is your friend on rusty parts. Not sure how it would work on springs though
