so record at 32 bit 48 and export at 16 bit 44.1? 0r 48?

Record at 32 bit 48khz and you can export to any bit depth as long as you remember to add dithering. To get it on a CD you'll need to export at 16bit 44.1khz. Other than that, export at whatever the project specs call for.
