Overally your explanation is so better but one think when you talking the vertical reinforcement bar you should be add development length of the column and deduct the the 20 mm for footing main bar and distibution bar.

Er, Footing height is 65 cm. Single mesh #10 mm dia.bar not safe, with design double layer mesh ( bottom and top) .

This is not a standard size for example I took 7m...it should be high or low according to the plinth height from footing base
