put axle grease on top of the walls and a keypad lock on gate, i had school kids climbing my fence playing with my dog while they used my yard as a short cut to school put axle grease on back side of wooded fence and when i came from work had finger prints in the grease that day but it stopped them from climbing over after that one time was all it took
I've been to the Philippines a few times. I've notice that block walls had broken glass bottles cemented in the top of the wall. Not just one wall but everywhere.
The police and the local government just needs to do there job .Personally he needs to get in touch with the Veteran Bikers and let them know about his problem

If the cops wanted they could get the Identity of the perpetrator by DNA on cigarette. If they wanted they could catch that guy. If they wanted.

I could go on. It doesn't get better but worse. Not a lot was done about it. We eventually moved to another apt. that would not allow that to happen.

And it's a sad fact that our cities are unsafe due to societal decay. Vigilance is the short-term solution to that issue. Lock your doors, put up gates, and know your states laws regarding protecting the home.

I always make sure the deadbolt on all doors are locked.
When I grew up in the 60's and 70's we never locked our doors. Now we never leave our doors unlocked.
Your door is not locked unless you have a double cylinder dead bolt and you are home with a key turned half way from the inside.
