I don't use the Ole brand but I've been using vitamin c based products from another brand and they do make the skin brighter.

Any Dark Spot Treatment recommendations for dry skin?
This!! Its amazing
Love the dark spot toner, however if you have a lot of dry skin I might not recommend this, since it’s very strong. I sometimes feel that it can dry my skin out if I don’t follow up with a good hydrating serum and moisturizer :)

Check out Dr Dray for affordable, effective options! Also Simple Skincare Science .com for ingredient info and product lists; the guy who writes it is coming out with his skincare company's first urea cream hopefully this fall and probably lower priced. If you want to spend a bit more, Asian skincare like hada labo lotions from YesStyle (beware amazon has lots of knockoffs).
