The singer's name is Chevy, and she's the cutest, sweetest person. She apparently got her start by submitting fan covers of Genshin music and possibly her own songs for Genshin as well. Mihoyo liked her voice and offered her this role as the singing voice for Robin, talk about making your dreams come true.
After playing through the patch where "Hope is the thing with feathers" is featured, I can't hear it without tearing up a little any more, the content and way the song was used in game was peak.

the EP version of Hope Is the Thing With Feathers is not the full version of the song. the EP is 2 minutes 55 seconds while the full song is 3 minutes 50 seconds.
Hope Is the Thing With Feathers is part of the new boss fight: ''Harmonious Choir: The Great Septimus · Boss Theme'' which you should totally give a listen, it's amazing. I recommend the 11 minute version from Pom-Pom's Workstation channel, otherwise you can listen to the 8 minute one
