I personally think, what makes a story good, is the story's ability to draw you in and be in the moment. A story that can make you smell the bakery down the road, feel the heat of the forge, and cry out of joy, is a good story. You are doing something right when your community around the world reacts in an emotional way. Be it excitement, joy, or utter disbelief.

personally the first thing need to be correct is making the appropriate stake to the amount of payoff you want to make, and, in one way or another, explain why it is a stake. emotional scenes are good food and all but without a stake behind those scenes, you cannot draw the appropriate emotion to them. the stake that has been built all throughout Penacony leading to the final battle is why Robin scene here is such an emotional scene to go through. its why Final Lesson in HI3 is such a hard hitting scene. and its why Belobog and Bronya story back then is not as hitting as what HSR is bringing now, even tho it has the same potential

Everyone has their own preferences. For example, based on preference, I didn't mind Belabog. But cutting preference out of the picture and looking at it objectively, yeah it could have been better. The key point was, "When your community around the world reacts in an emotional way." I don't think I've heard of a community reacting to something that has no emotional connection to them let alone giving it an emotional response.

Scrutinizing how the plot goes, how ideas are executed, these details will build a story and constructs them far better than just give nothing at the beginning and then jumping between emotional scenes and ask "please cry/be angry now". Subjective perspection is fine and all, preferences be preferences, but using your example with Belobog, youre saying its fine and then followed by "yeah, it can be better", and i gotta ask, why youre saying like your subjective perspective matters at all when you also agree with the obejctive perspective, the one that actually matters?
