Let them dry for 1 or 2 weeks before putting them back in earth. So the "wound" can "heal" and the part under the earth dont start to rotten. Also wait one or two weeks before giving them their first water in new earth. The earth should contain ~50% pumice or other minerals (3-8mm diameter) (sry my english is no good :) )
Other plants: Buy special soil with the exact combination of minerals. Buy a pH measuring kit to make sure the water is exactly the right acidity. Water twice a day, at 07:00 and 19:00 exactly, not a minute late. Make sure plant gets enough sunlight but not too much else it will die or mutate and kill you. Sing gentle lullaby, in the language where the plant originated, so it will feel at home. Cactus: Chop cactus. Put in a pot filled with backyard dirt. Water. Forget about it for like a month.
They tend to lose leaves and needles when they are rotting. Allow the cuttings to dry up a little (anywhere from 3-7 days) before transplanting to a pot. Make sure you're using well draining soil that is properly amended to allow for aeration. There's lots of good recipes out there. A good drainage system for the pots is also crucial, or water will sit in the bottom and rot your cacti. I recommend a layer of rocks at the bottom of the pot. Good rule of thumb is to fill your pot up with water (without soil) and see where the water is sitting. Cover that area with rocks completely, and then some. Your plants will never be sitting in water again.
