I been growing lavender for a while and One thing that plagued me and defeated my first batches were Fungus Gnats, They get in your seedlings dirt and go to town on the roots, i used to treat with neem oil until all the plants died from oil saturation and plant not being able to breathe, Same with Hydrogen peroxide treatment but do recommend for any new soils before using to kill fungus, I Recommend Mosquitoe bits as they wont kill beneficial bugs and the only product i found that fixed my problem and saved my rate of survival for my seedlings, went from 20 percent survival in a cell tray to 100 percent afterwards, here In Houston Texas, Fungus Gnats cause nightmares but the Fix is Here.
Not much of a problem here but I have had them in the past. Yes I used a similar product to the dunks in the past you also can use sticky traps to kill the fliers and use diatomaceous earth on top of the soil.
I have been sowing the exact same types of lavender, Munstead and Hidcote. I haven't been patient and have sown multiple batches of seeds, using various methods as the seeds haven't been germinating, I have some in the fridge now, you did answer a question I had though. The question I had was should you soak them after the fridge and your answer was yes. What did the instructions on your seed packet say? I was under the impression that a good seed packet will have the correct instruction. I did plant catmint(cataria) and they germinated extremely quickly.
I did not soak them. You could but they would be hard to plant. My seeds took over a month to germinate without refrigerating and the rate of germination was low. Refrigerated seeds germinated in about 2 weeks with a better germination rate.
