Run a narrow stanley in around each bolt hole in the floor to lift the glue and bit of a slit the dia of the washers. Slip your top washers in under the carpet and replace your zinc hex head with a black anodized allen/hex driven cup head bolt.
Might have to glue what you lifted back down, but all flush and never see it.

What a shit system with those bolts sticking up. Could’ve at least used an oversized countersunk bolt that would pull down nicely. Shame on full bore for not thinking about this.
