I'm from Russia originally. Galeotti's assessments are usually more accurate than those not only of the majority of Western political analysts, but of those from the Russian "opposition". "In mid-September 1999, a series of terrorist attacks attributed to Chechen terrorists served as an impetus for the Kremlin to launch the second Chechen war. Among the Russian population, the new war in the Caucasus was popular. The campaign became a decisive factor in the rise of the then new one Prime Minister Vladimir Putin.
The explosion of a residential building in the southern Russian provincial town of Volgodonsk on September 16, 1999, which was allegedly carried out by Chechen terrorists and left 17 dead, was announced at a State Duma meeting in Moscow three days earlier.
September 13, 1999: "Parliament Speaker Gennady Selesnyov read us the news about the explosion.
