I lived in Hawaii in the mid-1970's. Hawaiians talk a good talk about their sacred environment, lands, and do the right thing, but they fall short of practicing it.
While I was there crime and homelessness were major problems. The storage spaces in my apartment building was robbed three times and everything I had of value were gone. The police came and looked around and then essentially said "too bad".
There are places for parking near beaches with signs saying don't leave any valuables in your car, but there is no security anywhere to be seen.
The schools celebrated "kill a Haole week" during which non-Hawaiians are advised to not attend school.
The Honolulu tourist trade loves the tourists, but get outside of Honolulu and you are not so welcomed. Park your sports car at the public beach parking outside of Honolulu and you may not have tires when you return.
Between 2000 and 2015 I made 25 business trips to Oahu. Things have only gotten worse. Crime is up, homelessness is rampant, most Hawaiians still don't like Haoles (whites but generally non-Hawaiians). They still make a huge fuss over their spiritual ancestral claims, but continue to build and expand themselves into those same lands.
Traffic around Honolulu is insane. Don't count on getting anywhere on time during rush hours.
At night the homeless take over much of Waikiki Beach and in the early morning the police run them off for the tourists.
There will be problems with sailors of most countries while on liberty. Muslim sailors will not encounter problems but any sailor that wants to have a good time may find problems.
I suggest that out side of downtown Honolulu keep in groups of 2-4..
I was a Marine infantry captain on amphibious deployments in the western Pacific. I'd give my company briefings about the does and don'ts before going on liberty and the consequences they could expect if they got out of line, especially with the police. But every day there were Marines in foreign jails, and many other problems. I once had a Marine from my company after liberty asked me how to get the Filipina women he just married that night to the US and get US citizenship.
The Vice Admiral had very good advice, but it won't make a significant difference as to what happens while sailors and Marines are on liberty.
If you ever saw the movie "Mr Roberts" where the sailors finally get liberty off the Old Bucket ship, that is an exaggeration of the results of liberty, but not by much.
It's very hard to control a bunch of 18-20 year old on liberty. Been there tried to do that.
